§ 13-1. Confederate memorial recreation district
(a) Created; territory. Under and by virtue of the authority conferred by R.S. 33:4571—33:4573, inclusive, a recreational district is created within the parish, which district shall comprise and embrace all of that territory within the following boundaries: Beginning at the southwest corner of section 31, T-9-N, R-10-W, and being on the range line common to R-10-W and R-11-W, thence in a northerly direction along said range line to the intersection of said range line with Wallace Bayou in section 31, T-11-N, R-10-W, thence along the meander of Wallace & Dolet Bayous in a northerly and easterly direction to the mouth of Jim River in section 37, T-11-N, R-10-W, thence along the meander of Jim River in a northeasterly direction to the north range line of section 22, T-11-N, R-10-W, thence in an easterly direction along the north boundary line of sections 22 and 23 to its intersection with Bayou Pierre at the northwest corner of section 24, T-11-N, R-10-W, thence in a southeasterly direction along the meander of Bayou Pierre to the mouth of Flat River in section 33-10-8, thence along the meander of Flat River in a southwest direction to the north boundary line of section 41, T-10-N, R-8-W, thence in a westerly direction along the north lines of sections 41 and 42 to the northwest corner of section 42, T-10-N, R-8-W, thence south along the range line common to R-8-W and R-9-W to the southwest corner of section 42, T-10-N, R-8-W, along the western edge of Old Spanish Lake to the mouth of Dupont Bayou in section 21, T-9-N, R-9-W, thence along the meander of Dupont Bayou to the south line of section 32, T-9-N, R-9-W, thence west along the line common to T-9-N and T-8-N to the point of beginning.
(b) Name; powers. Said recreational district is designated as the "Confederate memorial recreation district of the Parish of Natchitoches, State of Louisiana," and shall constitute a public corporation and shall have all the powers and privileges granted by the Constitution and statutes of this state to such corporations.
(c) Board of commissioners. Said district shall be governed by a board of five (5) commissioners who shall be registered voters and residents of the area contained in the district, and shall be appointed as follows:
(1) Two (2) members shall be appointed by the police jury.
(2) Three (3) members shall be appointed by a majority vote of the legislative delegation representing the representative or senatorial district in which said recreational district is located, the senators and representatives having an equal vote.
The commissioners initially appointed shall serve, as determined by lot, for terms of one, two (2), three (3), four (4) and five (5) years each, and they shall serve until their successors have been appointed and qualified. The commissioners thereafter appointed at the expiration of the respective terms of the initial appointees shall be appointed in the manner of the original appointments for terms of five (5) years. Any vacancy which otherwise occurs shall be filled by appointment in the manner of the original appointment for the unexpired term.
(d) Domicile. The domicile of said district shall be the Unknown Rebel Park, near Marthaville, Louisiana.
