§ 14-2. Regional planning area

(a) Created. Pursuant to the provisions of R.S. 33:131, there is hereby created a regional planning area, which shall include the area shown on the map attached to the ordinance of February 17, 1971, and made a part of this section.

(b) Regional planning commission—Created. For the purpose of exercising the powers and duties set forth in R.S. 33:131—33:140, inclusive, there is hereby created the northwest Louisiana regional planning commission. In accordance with R.S. 33:132, the governing body of this regional planning commission is hereby designated to be the board of directors of the Coordinating and Development Council of Northwest Louisiana, Inc. (CDCNL), an economic development district duly authorized by the governor of the state and duly designated by the United States department of commerce, economic development administration.

(c) Same—Voting. The privilege to act or vote on matters coming before the northwest Louisiana regional planning commission shall be limited to the CDCNL board members who represent parishes that have adopted an ordinance identical to the ordinance of February 17, 1971, and CDCNL members-at-large who reside in parishes that have adopted said ordinance.

(d) Same—Expansion. The northwest Louisiana regional planning commission may be expanded to include additional parishes and incorporated areas by passage of said identical ordinance.

(e) When effective; filing. The ordinance shall be effective in and for the regional planning area described above upon the adoption of identical ordinances by the governing authority of adjacent parishes. As and when such an ordinance becomes effective, it shall be filed, together with its accompanying map and copies of the other identical ordinances adopted by governing authorities, in the official offices of the member units of government.

(f) List of governing bodies. A true and correct list of all governing bodies passing the identical ordinance shall be filed with the official office of each such governing body.
