Chapter 15. Roads And Drainage |
§ 15-10. Obstruction of parish roads, bridges, rights-of-way and drainage ditches prohibited
(a) It shall be unlawful for any person, firm or corporation to cause any obstruction to be placed upon the parish roads or in the ditches or spaces within the right-of-way of any public road in Natchitoches Parish.
(b) It shall be unlawful for any person at any time to store, park or leave standing any wrecked, damaged or mechanically inoperative automobile or motor vehicle, or any part or parts thereof, or any other junk, for a period in excess of twenty-four (24) hours, upon any neutral ground or any part of the right-of-way of any public road in the parish, outside any incorporated municipality, within recognized subdivisions of the parish.
For the purpose of this section, the word "road" shall be defined as that portion of the total parish right-of-way which is surfaced with either dirt or gravel, or bituminous material over which the general motoring public travels. "Right-of-way" shall be defined as that property, or interest therein, acquired for or devoted to, a road or highway, and which is adjacent to, or alongside of, the traveled road surface, exclusive of the roadway itself.
(c) Obstruction of drainage. It shall be unlawful for any person to obstruct, deflect or in any manner interfere with the natural drainage or drainage established by the parish government across or alongside of any public road or street in this parish.
(d) Penalty for violation; separate offenses. The violation of any provision of this section or any other ordinance of the parish, whether by act or omission, where no specific penalty is provided shall be a misdemeanor punishable by a fine of up to two hundred fifty dollars ($250.00). Unless specifically provided otherwise, or the context thereof so dictates, each day any violation of any provision of this section or any ordinance shall continue to constitute a separate offense.
