Every new premise, public or private, where people live, work or congregate, shall
be provided with approved toilet facilities, including handwashing facilities. Said
facilities shall be properly connected to a public sewerage system where available
or to a private sewerage disposal system specifically approved for the premises by
the state health officer or his duly authorized representative, after determining
that the installation and operation of an individual system will not create a nuisance
or public health hazard. It shall be the duty of the owner, manager or agent of any
occupied premises, public or private, where people live or work, to provide an approved
method of disposal.
