§ 6.5-3. Same—Membership; appointment and terms

  • The office of community services advisory board shall be composed of fifteen (15) members, five (5) of whom shall be composed of members of the Natchitoches Parish Police Jury, or other elected officials, or their designates; five (5) of whom shall be elected representatives of the poor; and five (5) of whom shall be members of industry, business, labor, religious organizations, civic/service organizations or such other major private groups and interests in the community as are designated by the Natchitoches Parish Police Jury from time to time.

    (1) The Natchitoches Parish Police Jury shall appoint five (5) members of the board. All members appointed by the Natchitoches Parish Police Jury shall be elected officials currently holding office. If the elected official appointed by the jury, whether it be a police juror or some other elected official, desires to designate another person to serve in his or her place, that designee shall require a majority vote of the eleven-member Natchitoches Parish Police Jury. These appointed elected officials, or their designees, shall serve at the pleasure of the Natchitoches Parish Police Jury and may not be removed from the advisory board for any reason other than action of the Natchitoches Parish Police Jury or the cessation of being an elected public official. There shall be no specific term of office for an appointed elected official or their designees, and the individual may serve as long as the Natchitoches Parish Police Jury so desires, other constraints of this chapter not withstanding.

    (2) Five (5) members of the board shall represent the poor and be chosen in accordance with democratic selection procedures adequate to assure they are representatives of the poor in the area to be served. Any member chosen to represent a certain geographic area must reside within that area. The term of one (1) original member of this category shall expire at the first anniversary date of the organization of the advisory board. The term of one (1) original member shall expire on the second anniversary of the date of organization of the advisory board. The term of one (1) original member shall expire on the third anniversary of the date of organization of the advisory board. The term of one (1) original member shall expire on the fourth anniversary date or organization of the advisory board. The term of one (1) original member shall expire on the fifth anniversary of the date of organization of the advisory board. The length of terms of original board members shall be determined by the casting of lots, and thereafter, the terms of members shall be for five (5) years with the term of one (1) individual expiring each year on the anniversary date of organization of the advisory board. No member of this category may be selected if his service during the entire term to which he is selected would result in his serving more than five (5) consecutive years or more than a total of ten (10) years as a member of the advisory board.

    (3) The Natchitoches Parish Police Jury shall from time to time select five (5) private groups and interests. These private groups and interests shall be business, labor, religious organizations, civic/service organizations or such other major private groups and interests as are in the community. These groups and interests shall be selected in a manner to ensure that the advisory board will remain a continuing and effective mechanism for securing broad community involvement. The term of one (1) original member of this category shall expire on the first anniversary date of organization of the advisory board. The term of one (1) original member shall expire on the second anniversary date of organization of the advisory board. The term of one (1) original member shall expire on the third anniversary date of organization of the advisory board. The term of one (1) original member shall expire on the fourth anniversary date of organization of the advisory board. The term of one (1) original member shall expire on the fifth anniversary date of organization of the advisory board. The length of terms of the original members of this category shall be determined by the casting of lots, and thereafter, the terms of members shall be for five (5) years with the term of one (1) individual expiring each year on the anniversary date of organization of the advisory board.
