§ 9-1. Subject to Code

All franchises granted by the police jury in pursuance of the authority granted by law for erecting electric light and power lines or for laying and maintaining water, oil, gasoline and gas pipes and mains in, over and along parish roads not constituting a part of the state highway system shall be granted subject to such rules, regulations and restrictions as are in this Code or may hereafter be prescribed by the police jury.
