Article I. In General |
§ 16-2. Consolidated garbage district generally
(a) Created. Pursuant to, and under the authority conferred by R.S. 33:7701 et seq., a consolidated garbage district is created within the parish, which district shall comprise and embrace all of that territory situated within the following garbage district and municipalities, all situated within this parish:
(1) The unincorporated areas of the parish.
(2) The Western Kraft Industrial Area.
(3) The following incorporated municipalities: Ashland, Campti, Clarence, Goldonna, Natchez, Powhatan, Provencal and Robeline.
(b) Name; status. The consolidated garbage district shall be known as "Consolidated garbage district No. 1 of the Parish of Natchitoches, State of Louisiana" and as thus established and created shall constitute a political and legal subdivision of the state authorized under the provisions of Article VI, Section 19, of the Constitution of the state, and as such shall enjoy all rights, powers and privileges enjoyed by other districts of the same type under the Constitution and laws of this state, including the right to issue bonds and levy taxes.
(c) Governing authority. Under the authority of R.S. 33:7703, the police jury shall be the governing authority of said consolidated garbage district and as such shall have full power to do and perform all acts in its corporate capacity and in its corporate name necessary and proper for the purpose of constructing and maintaining garbage disposal works and garbage collection and disposal systems within the limits of the district, and generally to perform any and all acts and duties necessary to carry out the objects and purposes of its creation.
