§ 1-4. Effect of adoption or repeal of ordinances

  • (a) No ordinance shall be revived by reference to its title, but in such cases the ordinance revived shall be re-enacted and published as required by law. The repeal of a repealing ordinance shall not revive the first ordinance.

    (b) The adoption or repeal of an ordinance shall not affect any punishment, penalty or liability incurred, or any right acquired, before the adoption or repeal took effect, or any suit, prosecution or proceeding accrued or pending at the time of the adoption or repeal, for an offense committed under any ordinance amended or repealed thereby.
