§ 15-3. School bus turnarounds

  • (a) Construction. Pursuant to the requirements of R.S. 17:158, the police jury will construct school bus turnarounds at the expense of the parish school board, subject to the following stipulations:

    (1) The request for construction of school bus turnarounds shall be made by official resolution of the parish school board in legal session convened.

    (2) The official request shall be accompanied by:

    a. A plat and location map clearly indicating the location of the proposed turnaround.

    b. A certified copy of a right-of-way agreement and construction easement, signed by the property owner and duly recorded in the office of the clerk of court. Said easements shall be obtained on a form approved by the parish highway administrator.

    (3) A certified copy of the official resolution requesting assistance of the police jury shall be submitted to:

    (4) Upon approval of the request by the police jury, a written agreement shall be prepared by the secretary-treasurer and submitted to the school board for its approval, prior to commencement of any construction by the parish highway department.

    (5) Upon completion and signing of said written agreement, the secretary-treasurer shall advise the parish highway administrator in order that he may authorize and schedule construction of the project.

    (6) Upon completion of the project, the parish highway administrator shall advise the secretary-treasurer of the completion of the project, the hours and type of equipment used and the type and quantity of materials used in order that he may invoice the school board for all costs for the project.

    (b) Maintenance.

    (1) The request for maintenance work on school bus turnarounds shall be made by official resolution of the parish school board in legal session convened.

    (2) The official resolution shall contain:

    a. Assurance of reimbursement to the police jury of the cost of said maintenance work.

    b. The specific location of the subject turnaround.

    c. The type of maintenance work requested and the type and quantity of materials (if any) to be used.

    (3) A certified copy of the official resolution of request shall be submitted to:

    who shall refer said request to the parish highway administrator, who shall authorize and schedule said maintenance work by the parish highway department.

    (4) The parish highway administrator shall, upon completion of said maintenance work, advise the secretary-treasurer of the type and quantity of materials used in order that he may invoice the parish school board for all costs of said materials.
